Paul has spent his career bridging the gap between strategy and action—helping organizations, governments, and communities turn big ideas into real impact. Whether shaping national policy, guiding local decision-making, or supporting organizations through change, he works to connect people, systems, and strategies to get things done.
With experience spanning federal leadership, community advocacy, and now strategic consulting, Paul’s work has spanned from natural resource management to public engagement, crisis response to long-term strategic planning. He helps clients navigate complex challenges—whether that’s scaling a new initiative, strengthening partnerships, or crafting messages that resonate across different audiences.
As an elected City Councilor in Salem, Oregon, Paul brings a real-world perspective to every project. He understands how policies and decisions play out on the ground because he’s lived it—making tough calls, engaging residents, and balancing priorities to serve the public good.

Experience
Paul helps organizations refine their messaging, grow their influence, and strengthen partnerships. His work spans public, private, and nonprofit sectors—advising clients like NASA, the Jet Propulsion Laboratory, the U.S. Fish and Wildlife Service, and the U.S. Forest Service.
Before joining MG, Paul spent 13 years with the Bureau of Land Management, starting in Washington, D.C., where he worked with agency leadership and Congress to shape public lands policy. Moving west, managing land and resource decisions in Colorado’s San Luis Valley and western Oregon, tackling issues at the heart of the urban/rural interface like wildfire management, endangered species conservation, and sustainable forestry.
Paul’s career began as an AmeriCorps volunteer, producing a daily news show and training community members as radio journalists—a foundation that honed his ability to tell compelling stories, truly listening as a vital step to engage a wide swath of audiences.
He holds a degree in Creative Writing with a minor in American Cultural Studies from the University of Saint Thomas in Saint Paul, Minnesota, a law degree from the University of Denver Sturm College of Law, and specialized training in Natural Resource Management and Tribal Relations from Portland State University.
In Community
At his core, Paul is a community-builder. As a City Councilor in Salem, he’s championed resident engagement, budgeting transparency, and long-term planning. He previously served as:
- Chair of Salem’s Budget Committee (two terms, overseeing a $750M budget)
- City of Salem Planning Commissioner
- Grant Neighborhood Association Board Member and Land Use Chair
Beyond government, Paul is an active in his school district, church, and local youth sports programs, helping kids find teamwork and leadership through soccer and baseball.
Paul and his wife live in a 1926 cottage in Salem, a never-ending home improvement project they love. Their two kids keep life busy with laughter, exploring the outdoors, and getting involved in the community. Paul spends his free time (there’s free time?) playing recreational ice hockey and attempting to learn new musical instruments—though mastering any one of them remains a work in progress.
Paul graduated from the University of Saint Thomas in Saint Paul, Minnesota with a degree in Creative Writing and a minor in American Cultural Studies. Paul attended the University of Denver Sturm College of Law, where he served as the editor-in-chief of the University of Denver Water Law Review. He recently completed Portland State University’s Executive Seminar in Natural Resources Management, and earned Portland State’s Professional Certificate in Tribal Relations.
